(CNN) — People convicted of certain sex offenses against a child in California will get life in prison without parole starting Thursday, after Gov. Arnold Schwarzenegger signed “Chelsea’s Law.”
The law was named for 17-year-old Chelsea King, who was murdered this year by a registered sex offender who also admitted having killed 14-year-old Amber Dubois.
“Because of Chelsea, California children will be safer,” Schwarzenegger said. “Because of Chelsea, this never has to happen again.”
The “one-strike” provision applies to forcible sex crimes against minors that include aggravating factors, such as the victim’s age or whether the victim was bound or drugged.
The unanimous passage of the bill by California lawmakers was a rare display of bipartisanship, spurred by outrage over the King and Dubois murders.
It included an urgency clause that made it immediately effective. “Very few things bring Democrats and Republicans together these days, but your daughters have,” Schwarzenegger said to their parents before signing the law in a San Diego ceremony.
Kelly King, Chelsea’s mother, spoke after the governor. She thanked lawmakers for inspiring “our next generation of voters by your actions.”
“You’ve shown them what is good and right and sound decision making in government,” King said.
The measure also puts those convicted of certain sex crimes against minors on lifetime parole.
Registered sex offender John Gardner III admitted last March to the killings. A few days after King’s body was found, Gardner led authorities to the remains of Dubois, who had been missing for more than a year.
Gardner was sentenced in April to three consecutive terms of life without parole for the murders and an attack on a jogger in a plea deal that spared him the death penalty.

Hence, Gardner committed criminal homicide; he willfully killed two human beings. He also committed forcible rape; forcing these females to do sexual acts against their will. As well as some kind of assault; assault being “an unlawful attack by one person upon another for the purpose of inflicting bodily injury” as our 2nd edition of the Criminology book by Leonard Glick and J. Mitchell Miller suggests.
These are crimes that are mala in se. Our book says they are “acts that are viewed as criminal because they are wrong, immoral, or evil in themselves.” And murder, rape, and assault fit all these descriptions, you don’t need a law to tell you that doing any of these things are wrong. You know they are wrong by how evil any of these acts are. I would report these crimes to the UCR instead of the NIBRS. Because Gardner got three consecutive life sentences without parole for the murders and attack on the jogger, so everything else is encompassed into these charges. You would only be reporting murder to the UCR in this case since, as the book says you would only report the worst crime that the person is charged for. But in this case it works because he wasn’t charged for each of the crimes individually so you don’t want to report it as three different things in the statistics. Although the NIBRS would provide more detailed statistics since it would include all the crimes that have been committed. It depends what kind of data someone would be looking for I guess.

2) Abduction is a crime mentioned in the article, along with the major crime of murder. Abduction, especially of an underage harmless being is absolutely wrong and should not be taken lightly. Some people that kidnap children not only take them away from the only environment that they know, but even if their victims get lucky enough to be released, the children’s lives are changed forever. This causes great psychological damage that will leave a person scarred until their death bed. Some victims gets so accustomed to being with their kidnapper that they truly forget who they are and what life was like before their abduction. For me, abduction is right along the lines of murder. When a person is deprived from something that makes them who they are, and taken out of a comfortable environment into a life with no family (and most of the time murdered), a person who can commit an action of that nature should not be allowed to walk the streets in society.

What this man has done is not only wrong and immoral, but it truly is an act of the devil. Mala en se reminds me of something that is “bad to the bone” and literally gives one goose bumps when thought about. If I were a police officer I would absolutely report this crime to NIBRS over UCR. NIBRS is a lot more specific when it comes to recording crime and its circumstances. I believe that specifics are what is needed to cancel out these monsters from our society. By collecting information about all crimes (violent, property, crimes against society) and multiple victims and offenders, we get an outline of how some of these offenders think, what the patterns are between their crimes and even the personality traits that set them apart in society. I wish that NIBRS would be taken in quicker to become a part of the national system. Yes, it is a lot of information that needs to be discovered through NIBRS, but I can’t imagine anyone not wanting to go along with it, if it means that our society will be a safer one.

I feel that NIBRS would help show that two murders were committed and also that the sex crime was committed. UCR would only show one of the murders since that is them more serious crime.

The crimes committed by Gardner were definitely malaen se because the crimes he was charged with were against peoples morals. This is charges like murder and rape which are part I crimes. Crimes like these are felonies and more serious, which is malaen se. As a police investigator, I would rather report the crimes to the National incident based reporting system (NIBRS) rather than the Uniform Crime Reports (UCR). The reason for this is because NIBRS reports all crimes and provides more comprehensive data than the UCR. The UCR only reports the most serious crime. So the charge of assault and rape would not be recorded, only the charge for murder. So as an investigator, I would want a list of all the charges and not just the most serious one.
Thanks to John Gardner III there has been a new law passed in California that will now put people convicted of certain sex offense against a child life in prison without parole. The law starts Thursday, tomorrow, so now those sick bastards will get what they deserve for doing sick things to children in which I believe they deserve to die for. The law came after this disgusting sex offender, Gardner, sexually abused and killed Chelsea King and Amber Dubois.

I thank the politicians on both the Democratic and Republican sides for their urgent efforts to work together and pass this law. I wish they would pass this law throughout the United States. These young ladies did not deserve what happened to them and these crimes still happen everyday and these sick people get away with it or get another chance at life after getting out of jail. All sex offenders no matter how brutal the crime they committed deserve life in jail or the death penalty.
Receiving letters in the mail of registered sex offenders moving into areas around me make my stomache turn upside down, especially knowing I have a 16 year old sister that I cannot protect from these criminals. They deserve to never be allowed in the streets again. I am very glad California was able to pass this law and as I stated before, the United States should pass this law so that I can sleep comfortably knowing my sister, her friends, and all other minors are safe and protected by such a law. To him the consequences seemed to not out way the pleasure in murdering two teenage girls. The classical school would not show mercy on the situation because there is no arguing about what happened.

He obviously chose wrong, but the penalties must not have outweighed the pleasure he felt from killing the two girls. Classical school punishes the sex offender and murderer of the two girls because he picked the pleasure of killing the two girls which is wrong and they will show no mercy in his punishment because he was proven guilty and admitted to murdering both girls.
